International Symposium on Financial Investigations and Mechanisms for Recovering Criminal Proceeds: Towards Combating Corruption and Strengthening the Rule of Law
As part of efforts to combat financial crime, an international symposium titled "Financial Investigations and Mechanisms for Recovering Criminal Proceeds: Towards Combating Corruption and Strengthening the Rule of Law" was held this morning, Tuesday, June 25, 2024. This scientific event brought together participants both physically and virtually at the 19 Mai Hall on the Imama University Campus, under the auspices of the Fundamental Law Laboratory at the Faculty of Law and Political Science of the University of Tlemcen, chaired by Professor Leila Bengala.
The intellectual forum featured extensive participation from national and international experts and specialists, aiming to elucidate the devastating consequences of criminal proceeds, both for the state and individuals. It sought to define the role of financial investigations in controlling and freezing suspicious funds and discussed provisions of national and comparative laws, including financial measures aimed at recovering criminal proceeds. Practical examples were also presented concerning cases of recovering criminal proceeds through these mechanisms.
The symposium was structured around six main axes, providing a roadmap for a comprehensive understanding of this complex issue:
- Conceptual framework for freezing and recovering criminal proceeds.
- The legal system of financial investigations and its principles.
- The role of financial investigations in operations to control and seize suspicious funds (tactical, operational, and strategic analysis).
- System of reporting suspicious financial operations and its impact on recovering criminal proceeds.
- Relationship of financial investigation units with international and national organizations specifically tasked with recovering criminal proceeds.
- Challenges influencing financial investigations in the field of recovering criminal proceeds.
This forum holds significant importance in combating corruption, strengthening the rule of law, facilitating the exchange of experiences among participating countries, and developing a roadmap to enhance the effectiveness of financial investigations in recovering embezzled funds.
